That’s absolutely worth calling the building manager and probably your local animal control so that these people at least get a warning. I can think of a million reasons why leaving two young puppies on a balcony all day long, exposed to the elements and who knows how many feet off the ground, is a terrible effing idea. SAD!

A balcony is no place for any size or age dog. Its dangerous and any inclement weather can be hazardous. I suggest calling animal control, or speaking with the owners/management.

I’d call animal control.  They’re more likely to do something than apartment management.

I would definitely contact the building manager. I can’t even imagine the mess up there if these dogs are there all day and night. Do they even have proper food and water?

Call animal control. Those dogs should not be left out on the balcony all day – it’s terribly cruel, not to mention dangerous 🙁 Building management will just complain about the noise, whereas animal control are more likely to confiscate the dogs for their own safety if the situation continues.

How terrible – those poor puppies.  I can’t understand people.  Ugh.  I support what other PPs say.  Please keep us updated.

I would call the SPCA.  They investigate abuse/neglect claims for animals.  That is SO sad.

I agree that you should call animal control. Keep us updated on what you decide to do.

Please call someone.  We had the saddest thing happen in our apartment building – a dog was being kept on the 13th floor balcony (we were not near it and had no idea what was going on) the poor dog didn’t know any better and one day got through the railings…so sad…I remember when the building manager saw me that night and I was unaware of what happened – he told me he had been so nervous it was our pup (they were the same size and color -ish)…it breaks my heart to this day that I did  not know what was going on otherwise I could have called and saved the pup…
