I think if you go with pocketfolds, it sort of acts as the inner envelope. I’m not a fan, personally, of inner and outer envelopes, so we’re just using the one main one and one for the RSVP. I was thinking of doing a belly band around my pocketfold and writing the names on there, as if it were an inner envelope, but that’s just me.

You don’t need an inner envelope if you are using a pocketfold, so just the Outer Envelope, the Pocketfold itself, and the RSVP envelope.

I have pocketfolds and I am sealing them with sealing wax and not using an inner envelope, just the RSVP and the outer envelope.  I thought it would be overkill.

I am certain I will be in the minority here (perhaps even the only one, ha ha), but I am a major proponent of using inner envelopes.  The inner envelope is the primary way your guests will know exactly who in their household is being invited to your wedding.
