The email you posted is hopeful. In response to your original post, sometimes HR gets behind. I had a phone interview with the department head and manager and was supposed to hear about next steps the following week. Didn’t, so a week after the interview I sent a follow-up. HR was behind because of performance reviews. HR called later that day to do a phone interview with me and asked for references. I ended up getting a job offer (and accepted) after the reference checks.
Be patient, let them know if you’re still interested, and see what happens!

Hiring processes never move as fast as they think they will. After being on both sides, I’ve never been in a process that didn’t take longer than expected. HR has to weigh in, you have to hear back from other people, some key people go on vacation, etc.
It’s definitely a good sign that he’s calling tomorrow. I would assume its to ask a few more questions or get your interest in a different opportunity. It’s strange, but I once had a hiring manager request to meet me at Starbucks at 8am on the Fourth of July, so weird things are sometimes good! (In that case, he had already interviewed people and was ready to extend an offer, then saw my materials and wanted to ask a few questions to see if he wanted to restart the search).

I didn’t get it. He was calling to tell me no. He said it was a hard decision and all that crap, but in the end they went with someone who had more experience of data handling. So that is it!
