Can you cover the broiler pan that comes with the stove with foil?

The glass will probably get too hot and burn the outside of the fish.  Just make a foil pouch with foil and cook it in that.  It will also steam it a little since you’re using frozen fish and help it to cook all the way through.

If they are breaded fillets , I would just fold 3 or 4 layers of foil and fold up the edges to make my own pan.

If the fillets are plain, just wrap them in foil and place on the rack.

I wasn’t suggesting you use the broiler, just the pan.
