Why don’t you just Google some of the liquor stores in Philly and ring them?!

Check with wholesale distributors.  My caterer recommended that we use one, and they’ll deliver, as well as pick up and refund any unopened and unchilled bottles!

If you are trying to buy liquor in Pennsylvania, the state stores are the only option.  I think they have a return policy for unopened bottles, that would be the same for each store (since they are all part of the state chain).  It is illegal to get liquor from another state and transport it from Pennsylvania, however, it’s unlikely you will get caught, so a lot of people drive to NJ or Delaware to shop for alcohol as it’s generally a lot cheaper.  I think the trick is going across the border, going shopping elsewhere, then going to the liquor store, and maybe taking another detour after that, as you may get caught if you are observed going directly to a liquor store, then right back across the state line.  If you are in NJ or Delaware, much easier, as I’m not totally sure what you mean by Philly area.  Beer is available at distributors and they are individually owned, so would have varying return policies.  (A quick primer for crazy PA liquor laws!)
