to follow at twelve o’clock

“To follow” used on its’ own, usually indicates the reception will be immediately after the ceremony. GIven the gap I would specify the time the reception will start

oooooooooooo a fancy lunch! that sound like fun!! I would totally consider it a reception no matter the amount of people there!!! My invitations said “Join us for cocktails, dinner and dancing at7:30PM” i have a large gap between ceremony and reception so i just put the time on there.
