I have never heard of a fee to register unless it is a non-expiring registry.  I have never had a problem with returns at target, but there is also Bed, Bath, and Beyond, Pottery Barn, Macy’s, Yonkers, Dillards, Kohls, and a ton more.

No there is no fee, plus you even get free stuff by registering for certain things at many store.  We registered at Macys and have had no problems as all.

We registered at Crate & Barrel and Amazon.com.

I’ve heard really good things about Bed, Bath, & Beyond’s return policy and most everywhere has a Macy’s, so that’s a good one. If you go with a higher-end store like Dillards, make sure that you add a lot of inexpensive gifts on there. We had friends register at Williams Sonoma and almost every item they had picked was $200… which is RIDICULOUS. We ended up getting them a gift card instead.
