For the amount of money it would cost to remove a stone from a bezel and not destroy the bezel or the stone, you could probably just buy a new bezel setting.  Most of the time, you either have to destroy the bezel or the stone in order to get it out.

I agree on the “it depends” answer your jewelers told you. also agree with GoldfishPie- it would probably cost less to get a new bezel head for your new stone. 

I used to make jewelry, including bezel settings. you’d probably have to saw it open to get the stone out, and then solder that opening shut. The sawing would remove a little metal so the next stone going into it would need to be a bit smaller.
