You should check out Mejdool. They have a roof top with excellent view.

We had our engagement party at Fly Bar on Sutter, it has a huge private room that holds up to about 100 people.  However, we just did drinks and light appetizers, so I don’t know if it would work for a sit down dinner.

Not sure what your budget is, but these are some restuarants I know have private dining spaces for large groups:

I love Osha Thai…the Embarcadero location has a great private room and it is right next to Muni and Bart so it is easy to get to without having to park!

Hong Kong Flower Lounge (Millbrae)

Joys Restaurant (Foster City) – has a private section for up to 6 tables, you can probably get 3 tables and ask them to keep the whole room to you so your guests (and their kids) can run around

South Seafood Village (San Francisco) – has private sections as well
