I think for younger people, an email note would be fine. If there are older people who may not appreciate an electronic reminder, I would start assigning family members to make phone calls.

You can absolutely get away with saying something along the lines of:

“Hi! I just noticed that we haven’t yet received your RSVP for our wedding on _____ _, 2007. We’re so hoping you can join us for the celebration! Do you think you may be able to come?”

We just called people.  Lots of people.  But for friends who tech-savvy, I think an email is fine.

i like the wording that JennBatl used. the younger folks totally wouldn’t be offended by it.

I really don’t think guests who fail to respond to your invitation have any room to get offended by an email asking for their response!! They are the rude ones!

I agree that email is ok for younger guests.

For older guests or your parents’ friends, ask if they wouldn’t mind giving their friends a little nudge.

I agree with jules01 though too.

I had to do that!  Used facebook, actually.  And I tried to personalize each message…even if it was only "Hope you and {boyfriend’s name} can make it!" tacked onto the end.

We didn’t call many of our older guests, though…they were all parents’ friends–people I’d never be calling otherwise–so we made them (our parents) do it! 😛

Hi! I just noticed that we haven’t yet received your RSVP for our wedding on ___________, 2012. We’re so hoping you can join us for the celebration! I wanted to follow up as I know in some form you told me yes you and _____ would be there.Could we get confirmation that our final numbers should include you both for catering purposes. Also, Please let us know if you have any dietary restrictions.

Sounds great!

 I am tempted to do the same, but i know that FI’s family would procrastinate on replying to te email as much as they have procrastinated on ticking two boxes on the RSVP and putting the pre-stamped envelope in the mail.
