Ask her to bring it to a seamstress you trust and have them look at it, or if anyone you know sews bring them with you. It’s hard to say without seeing it.

Second seamstress wringing in, and yes, that is fixable. However, is that pleating or is that rouching? Rouching is softly gathered folds, and pleating is sharp neatly creased fabric. If it is meant to be pleating, it won’t be hard to repair at all. If it is meant to be rouching, improper storage has creased the fabric, and it’s going to be a bigger job and entail more dissassembly of the garment.

Thats totally fixable!

I bought a sample dress and the ruching had gotten somewhat messed up like that. My seamstress just fixed it when she took it in and it looked good as new!
