I would say Pearl Paint if you have one near you.. if not, Ulrechtart.com  thats where i got a lot of my supplies in college.  There is also Blick Art. Good luck! I wish i had the time to take more art classes!

Anytime I have to get any of my drafting supplies, I always go to Blick. They have discount cards and ask if they have any discount with your school. Mine is like an extra 5% off.

And the only thing on your list that I’m wondering about is the masking tape. It seems like they want it for tacking up your drawing paper and vellum, you should get drafter’s tape or dots, not masking tape. It doesn’t have as strong of an adhesive on it. It’s a little more pricey, but it doesn’t tear as easily. Just a suggestion.
