My cousin eloped in Hawaii this past March and now, next week she is holding a reception back home for her friends and family. On the invites it said the dress code was semi-formal. I am totally confused about what that means. Does that mean a dress, black pants, khakis? I live in Minnesota and it will be outdoors in the evening so it will probably get relatively chilly. Any advice on what would be a good thing to wear?

I would wear a dress and heels or black pants, nice top, and cardigan. I think it’s similar to what you would wear to work at an office, but a step up.
Here’s something a little more detailed.

@mepayne: I agree. Wear a dress that’s not too formal (no satin, etc.) and bring something that could dress it down like a sweater.

Semi-Formal or After Five means that tuxes are not required, nor are long dresses. An evening wedding (after 6 PM) would still dictate dark suits for him, and a cocktail dress for her. Daytime semi-formal events mean a suit for him and an appropriate short dress or dressy suit for her.
hope this helps.
