It shouldn’t be a problem unless you are thinking of the ability to re-use them. If you want to do that, then each fabric needs to be pre-laundered so that any shrinkage will happen before they are sewn together.

Otherwise just use a medium length stitch, white thread to blend in with the lace and it will be beautiful.

These are just doilies over burlap but it gives you an idea of how it will look with the burlap as a background for the lace.

I would look into no-sew solutions, at least to finish the edges of the burlap. It sheds so much and makes a mess! My mom made my burlap runners by using stitch witchery along the hem. You can buy it at the fabric store, but it is super cheap here :http://store.atlantathread.com/stwiheseta.html

You could then do the lace overlay with stitching or the stitch witchery or even a spray adheasive (experiment first to make sure it doesn’t show). This sounds awesome http://store.quilting-warehouse.com/254061.html

The burlap will shed, a lot, and it will definitely not be as crisp after washing , and will require major ironing.

Frankly, I wouldn’t bother with the washing and pre-shrinking. Nor would I worry about doing anything to finish the long edges of the runners. The machine stitching will stop the burlap from fraying and the lace will cover the edge anyway.

I would just hem the ends of the runner, maybe not even that if I did a ruffled lace trim on the end.

I would just get double edged lace- that means it is finished on both sides- and stitch it on top of the burlap, leaving the pretty edge of the lace showing, rather than hemming anything.

I would find the lace and let that determine the width of the table runner. It’s easy to cut the burlap to the size of the lace.
