Check out Pink by Paradox London and Benjamin Adams.  Both are made in the UK and are associated with the same parent company.  I know for certain that Pink has some ivory shoes within the heel height you’re seeking.

I know this is insanely random but I find next (a eu/uk brand) has the worlds most comfortable heels. Like I could walk all day in them heels… Never felt anything like it. Recently they had their grad/wedding goes out in store and there was some pretty ones that could work.

 

I find eu/uk high street brand heels tend to be slightly more width accommodating so if you have typical american narrow feet they won’t suit you.

Sorry, I’ve been having similar problems. I’ve given up on finging budget shoes now. Mine will be £70 but I do love the style (great for dancing) and they are dyable so after the wedding I will get them dyed black and wear them out with a million other outfits. Maybe you could spend more if they were not going to be once only wears? Some of the wedding sites have good deals on last seasons shoes.
