For family and close friends you should send them.  Better to error on the side of not hurting feelings, people still want to know their company is wanted even if they cannot come.

I am in the same position.  I talked it over with my mother and we agreed not to invite ANY out of towners.  They are already spending so much to travel to the wedding!

I would still invite them just to avoid anyone feeling hurt over it. Perhaps include a personal note saying that no gifts are necessary?
