You could find inexpensive sheer curtains and hang those.It looks like there is enough infrastructure to string a wire across the sides of the pavilion.

cps6995:  You can see in the yellow pic that you don’t have to cover the full 192 feet. The ends are left completely open and the sides are probably only less than 1/2 covered.

You can also use sheer voile fabric which is very inexpensive. You don’t need to hem the pieces, you can simply staple it around the wire at the top and leave the raw edge at the bottom.
