Could you try Martha Stewart’s tissue paper roses/coffee filter roses on a larger scale? You could buy regular tissue paper to cut them from. It might take more than one try to get it right but it is so cool!

I have that site saved to my favorites and LOVE LOVE LOVE the big single bloom.  If it had been in my budget, I totally would have done it.

I found this tutorial you might like. It’s a different look but would probably work quite well on a large scale!

Martha Stewart has a few tutorials for fabric flowers,  there was even a template for one about the size you need. I was thinking of making something similar for my BM’s (since im really into fabric flowers now). I was thinking i would make the flower, attach floral wire by folding it and twisting it in half, sticking it i between the bottom layers of the flower and stiching it to the bottom layer.

For the holder i would cut a paper towl roll to the size you want the holder to be, decorate it, fill it with foam, and stick the floral wire in there.

I hope you can envision what im saying. I didnt make it yet so i dont have pics but this is how i was thinking of doing it
