I’d just do Sally, Sister-in-Law of the Groom.  I think the “to be” is just a temporary condition and won’t be relevant in a little while, but people might hang on to the programs for years.

I would probably say “Brother of the Groom’s Fiancee”. But that’s just me. 🙂

I’d just say sister-in-law.  People will probably be able to figure it out easily enough.  Adding all the other words just makes it hard to understand.
