The white bunps are probably Milia, they are keratin that is stuck and accumulated between the layers of skin. They can fall off on their own or they can be removed (taking a needle and gently opening the skin and then squeezing, out of personal experience doing it around the eye HURTS, I used a bucal anesthetic, like for canker sores, sprayed some on a swab and applied it to numb the skin making sure I didnt get any in my eye) 

 

And yes it is a blackhead, sometimes you just have to squeeze it out!

I have one Milia spot on my left eyelid so I refuse to get it removed…ouch! Thankfully, it isn’t noticable when I put my eyeliner on. The thing on your nose sounds like a blackhead. You get buy a blackhead tool at Target for around $5 (I think) to help remove it if you’re having trouble with your fingers. I saw one in the beauty section near the eye and face brushes.
