finestationery.com sells some of their invitations with a minimum quantity of 10.  If you can’t find something in the wedding section, check under their general party invitations and I’m sure something will be easily adaptable.

try vistaprints.com.  Sign up for the email, from one of the emails I got STD’s for free (postcards) and all my invitations for $30 as well as the rest of my paper products for free, just shipping.  The quality is fairly good, was kind of suprised.

You can get small boxes of semi-DIY invitations at Michaels. They don’t require much talent, mostly you just need to print them off 🙂

Hi!  I definitely recommend http://www.letterpresslight.com

Heather is really great and has beautiful work!  I’m not sure if she has a min. quantity but you can always give it a shot 🙂

I used Sarah Sproulli. I needed about 20 of each. She charged a flat fee to design them and then I paid per invite and STD. She was easy to work with and I loved the final design. I just did a pocket fold invite.

You could also check TinyPrints, I don’t know their minimum quantity, but I always think their designs are nicer than vistaprint.
