You just look like you have an athletic swimmer’s or gymnast’s body.  i would stay away from arm building machine’s (including elliptical) and focus on building balancing leg strength.  Overall slimming will help since you can’t spot reduce but you don’t look like you have any to lose.  Running and cycling would be great cardio options.  Yoga and ballet also may be good for lengthening of all of your muscles.

I am the same size, shape as you.  I use to have big arms too and I stopped lifting weights. No weights of any kind.  Then I began doing muay thai (kickboxing) and you wear a 12 oz glove and this got my arms in fantastic shape.  I was also doing gardening everyday and this also got my arms toned (no heavy lifting just moving) My arms were lean and thin.  Now my arms are srawny bc I dont go to the gym anymore.   The drawback is that I am a total wimp right now, but if I can ever do kickboxing again, that is how I will get my arms and whole body back in shape.

EDIT:  But your arms are just athletic and not scrawny.  You look beautiful so you shouldnt worry about it.  If you have seen Kelly Ripa or Elizabeth Hasselbeck, both tiny girls with athletic arms, they look gorgeous.

You could always try those kettlebells Michelle Obama uses – I certainly don’t see any surplus weight on your arms, but maybe you’d feel better if they had more definition and tone? You won’t make them big by doing weights, you’re not a man. You’ll add tone.

um…. those are smoking arms.  Seriously, I know this is maybe not what your question was about, but you have top flight arms – defined and buff without being huge.   If you’re feeling a little out of shape in general I’d suggest doing some cardio.  Whether any arm-targeted exercises make you bigger or smaller will depend on your genetics, I think, but based on that picture, it looks like what you want to get rid of is mostly tricep and traps.

I love Billy.  I think everybody is different.  I build muscle really easily like a guy would so I have to try and not build muscle to look more feminine.  If you know you build muscle easily then I would try Billy, or pilates is the same concept I think, or yoga which also doesnt use weights but will definetly get you toned. 

I am not saying you are not toned.  You look beautiful I am just suggesting what worked for me.
