I’m thinking that your Fiance should talk to his brother. He’s getting this info second hand, maybe there was a misunderstanding?

Wait, your wedding is almost 2 years away.  Is your Future Brother-In-Law seriously trying to say that he can’t get a few days off with almost 2 YEARS notice?  That’s B.S.  And if your Fiance isn’t important enough for your Future Brother-In-Law to even speak directly to (going through FMIL? Really?) Future Brother-In-Law certainly shouldn’t be important enough to plan your entire wedding around.

I say do what you’ve dreamt of doing.  It’s your wedding and you’re not being unreasonable by giving his family almost 2 years to make arrangements so they can be there.  It’s up to them whether they think their family member’s wedding is important enough to make a priority.

ETA: read the posts about residency.  Isn’t a residency 2 or 3 years?  So wouldn’t he be done with his residency by the time the wedding rolls around?

I honestly only see a two options here

-Insist on the Destination Wedding no matter what Fiance says OR
-Accept the fact that Future Brother-In-Law means a lot to Fiance and move the wedding to chicago [possibly something near a lake? which would be similar to a beach? There must be some place nice in chicago where you can reenact your Destination Wedding

This really, really, really stinks. 🙁

But, I do see a small silver lining – at least he did say something before the deposit was paid, rather than after. From that perspective, it could be much worse. You still do have a really reasonable amount of time to plan.

Not that any of that makes it okay, but it could’ve been much worse!
