Order a non-inking stamp and get a pigment based ink.  I use the Brilliance brand.  They work on vellum and glossy papers and dry quickly.  I too cannot stand labels.  In fact just tested my Etsy bought return address stamp on my thank you note envelopes.  Works great! Good luck!

I would worry more about the ink smearing off. Be careful with vellum! The ink might not adhear and just glide and smudge all over. What terrible experiences I have from design studio! Test out a couple & give them ample time to dry.
