Could you just print black stripes on white paper to achieve the look that you’d like? Do you have access to a design program that will allow you to create a stripe layout?

The woman who did my daughter’s birthday invites did the same thing that Cupcake suggested. She just made a wave pattern {it was a swimming party} and printed the liners in aqua. So cute!

I think printing is going to be the easiest way to get what you’re looking for while allowing enough white space for the text to be legible.

Printing will probably end up being less expensive — scrapbook paper can get pricey!

We couldn’t find the "right" patterned paper for our envelope liners, so our designer created one, and just printed it out — but it still looks awesome.
