You can thread the ribbon through holes drilled in the sign on both sides and tie the ribbon around the top of the chair.

same principle as this

you can tie ribbon slightly too small to fit around the back so it hangs at the top of the back. Then you hang anything you want from the ribbon

The weight of the sign might pull the sash down. I would hang the sign with some ribbon and pin the ribbon to the chair cover just inside the back of the chair at the top. That way the chair back  itself gives resistance to the signs.

I would say tie a ribbon to all four corners of the sign, then wrap the bottom and tops around the chair and tie them to the front. Grr I can’t find any good examples of this on google so I hope you get what I”m trying to say!
