What if you hot glued the binder clips to the bottom of a votive.  So turn the votive upside down, glue the bindler clip to it.  The glass should hold the paper.  Just get a bunch of cheap votices at a thrift shop or 99cent store.

The other thing that can help keep things upright in the wind is if there are holes that the wind can get through.

Not knowing what you are using for paper, can you use paper that has a lacy or “holey” pattern, or punch holes in the paper.

They will need to be made of really stiff cardstock or else they will need a backing of something stiff.
