I don’t know if this would be cheaper, but instead of buying cloth and having to create the wall, what about buying curtains (or even shower curtains), which you could put up on some kind of rope or pole across the room?  Another thought is to use room divider screens, although these can be pricey depending upon how large the room is across.  Any chance your venue might have some you could use? Good luck!

PVC pipes and fabric from the craft store or IKEA?  Or wall paper hanging from the PVC pipes?

Does it have to be fabric to make it not visible to the other side?  If not, you could hang paper flowers from the PVC pipes.  Kind of like this but you could make paper flowers to make it cheaper.  And use fishing line.

Not sure what your theme is like…  but you can buy burlap for cheap online… from upholstery websites.  if you have a rustic or shabby chic type theme…  the burlap would go right with it.

otherwise, cheap tablecloths or shower curtains should be attainable from dollar stores/job lots type of places.

Most party/wedding rental companies will rent something called pipe and drape. Around here, it runs $30-$50 for 8-10 feet. Its exactly as it sounds. Normally, they have different colors/styles of draping you can choose from. You typically can pick it up yourself as not incur rental/setup fees. They are very easy to put together. If I can get the pic to load, you will see they used it for the background in this picture.

I checked in Pittsburgh, all occasion party rentals have them. They are under convention/booth on their webpage. No pricing is listed, but its worth a phone call. 🙂  Good Luck!

I think the fabric with the pvc piping is an awesome idea!!! Post some pics of what you eventually end up doing I would love to see!!
