@MuchGreater: Personally I would probably just blame my mother or something and say that since shes paying she decided on a different photographer. A little white lie never hurt and honestly he doesn’t sound awesome anyway.

@MuchGreater: I would actually explain that it’s just over your budget, unfortunately. He should understand that, and it might be good for him to know that maybe his rates are a bit steep for what he provides (not that you should say that, but he may get the idea…).

Two ideas: if he’s someone you would invite to the wedding anyway, then say that you would rather have him there as a guest and be able to enjoy himself instead of working. If not, maybe just tell him that you’d rather use someone who you only have a professional relationship with– I understand what you’re saying above about not wanting to lie to him, but it may be just as true in that he’s not acting very professional with you (not responding, etc.).
