Have you checked into the cost of fabrics?  I got some great overlays from http://www.weddinglinensdirect.com I really dont think that you could make them for much cheaper then what they offer plus they have a huge color selection.  I think its totally worth you checking out.

I have a potential money-saving suggestion too. Not sure whether this would work for your square tables, but I don’t see why not!

I am getting chair sashes (organza) to tie onto the chairs since our linens are just white. My chair cover vendor had this photo posted on her website which is just two of the overlays crossed over one another to add a little interest. Same thing as a table runner, but thinner (less width I mean) material I would think?

We used chair sashes as well for table runners our tables were also square.  If you go to bbjlinens.com look up the size of their runners- that may help.  I’ll also post a picture of our tables so you can see if they are similar to yours.  Goodluck!

You should check out http://www.efavormart.com.  They have very reasonably priced overlays, linens, and runners!  good luck!
