VictorianChick:  I second Nataya dresses. Though they’re mostly shorter styles, as you’re shorter yourself, on you they might well be floor length anyway.

Also – and yes this is in the UK, but they ship to the USA – this Etsy store has a whole line in Edwardian dresses.

Not all of these are blue but they do custom so I’m sure they could make one for you.

All of the ones I posted below are under $400:

Another Etsy place – this one’s more expensive but there are a couple of dresses in your price range. In the US this time.

This one can be ordered with the satin bit in a different colour:

Lining is available in other colours:

VictorianChick:  I just wanted to say I thoroughly LOVE your short blue 50s dress. It’s beautiful! I see you’ve decided not to wear it to get married in now, but I hope you do get to wear it. Perhaps later in the day? Or even for your first anniversary. Like you, I’m not a fan of the traditional wedding dress. I love them on other people and on the hanger, but I’d be soo uncomfortable and very unlike myself. Anyway, there is a Monsoon Eliza dress on Ebay at the moment. Brand new with tags, UK size 14. I think you’re a UK 10, so two sizes too big. Not sure if it can be altered to fit, but I thought I’d say so anyway.

VictorianChick:  you could also try dress reproduction companies – the same ones that make costumes for Civil War re-enactors etc. Here are a couple”

I also found this, which is not super blue, but definitely blue-ish:
