Unless you’re cooking your own food and washing your own dishes you should be leaving a decent tip.

i’ve never tipped at a complementary hotel buffet;  the cost is factored into the room charge.   

if you are paying for non-hotel guests to attend the brunch, i would provide a small gratuity for those guests.

Are you talking about the complimentary continental breakfast that some hotels offer? Tbh this doesn’t sound like a hotel buffet at all. Usually hotel buffets will have servers going around picking up dirty plates, ensuring your water glasses are filled, clearing tables after guests leave, etc. 

If it’s a continental breakfast, then I’m with you on the tip. I wouldn’t even know who to top in this instance.

I don’t think I’ve ever seen a buffet at a hotel that didn’t have serving staff/bussers. Employees refilling the food stations, tidying up as needed (ie, someone spills while dishing something up or drops the tongs), restocking clean plates/forks/cups, clearing plates, taking care of anything that might get spilled at a table, refilling coffee/tea/water/juice, etc.
