It’s up to you if you think it’s worth the expense to make your Fi happy.

DH’s family lives in Europe and I can relate to the expense of things with guests split into two countries. But I place DH’s happiness above everything else and to me, it’s absolutely worth trying to figure how to make things work if that’s what it takes to make him happy.

I think it would be weird to have 2 years between the “weddings.”  That’s a looooooong time – believe me, I’m not that close to my 2 year anniversary and I have NO interest in doing it over again.  

Why not have the wedding wherever and just do another reception in the other place very shortly after?

I would tend to agree with @oneofthesethings:  – that’s a long time between “weddings” and you might find by then that you don’t want to plan (and spend!) again. You could always do a big wedding at home/in the US, and then a more low-key reception in Paraguay, or vice versa
