I really wouldn’t bother. Once the room is decorated no one is going to be looking up at the ceiling.

Surely if half the lights aren’t working you could raise the issue with the venue? If they’re fixing that they may be able to change out the other bulbs?

there are companies that sell pre fabricated ceiling decor kits.   You might try to google that

My ceiling draping was hella expensive. Uplighting was super cheap and provided plenty of lighting.

You could use 3M Command Hooks on the walls right where the walls and ceiling meet. Use those to string sheer panels and string lights.It will lower the ceiling.

If you have ladders and the ability to reach the ceiling, you can do panels or just lights between the fans. If you want more fans, and don’t need the extra circulation, you can ask the venue to turn the fans off.

You don’t need to cover the whole ceiling.

Alternatively, you could try something fun like umbrellas or parasols.

or paper lanterns

or spray paint some branches and hang them
