Why doesn’t she just wear a nice bolero? That way you have many more options for the dress while still covering her arms.

I’ve found a few more:

These all have plunging necklines or backs but fixing that would be far easier than adding lining or sleeves – just add a piece of fabric to cover the gap – or your mom could just wear a camisole underneath.

kkkatieB12:  My mom was IMPOSSIBLE when it came to finding a dress. She also waited until the very last minute, which restricted a lot of choices. She had similar restrictions/preferences to your mom, and one of the brands she really loved was called Damianou. They’re sold at bridal shops, primarily.

She ended up wearing something different, because the Damianou dresses would have taken too long to come in, but it might be a consideration for your mom!

ETA: I just checked out their website, and the dresses look A LOT better in person than they do online.

I think my mom tried on more dresses than I did! She ended up going with the first one we found at Macy’s. But, she also looked at Nordstrom, Dress Barn, David’s Bridal, and a few other local shops.

I know you’re looking for a different color, but this is what my mom ended up buying:
