I don’t know about Westchester County specifically but I’m getting married in Rochester and I did a lot of research on NY state marriage laws.  It seems like not even the state really knows for sure, even though there is provision for ULC ministers in NYC.  However, I found the following article (a 2-part series) in a law journal and it convinced me not to rely on an internet-ordained minister:

http://verdict.justia.com/2011/11/21/can-laypersons-ordained-online-as-universal-life-church-ministers-or-the-like-officiate-at-weddings

It’s an excellent article and really helped me.

We’re still using a ULC officiant because that’s the best person we found who would give us the ceremony we wanted.  We just decided to have a quick, legal civil ceremony before the “real” wedding to get around this.

@citywalkr76:  Unfortunately non-Christian ULC’s the ones without a traditional doctrine of faith, they have issues in many counties and states, not just Westchester, MY. With the Universal Life Church World Headquarters, there is NO ISSUES regarding credentials anywhere in the world and they absolutely guarantee it or they will refund the cost of the credentials.

I am a minister with the Universal Life Church Monastery, and I’ve always found them to be very forthcoming and helpful with these issues. I haven’t dealt with New York personally, but when I had trouble registering in Washington DC they got me all the paperwork I needed and walked me through the process. They really seem to care about helping their ministers. If you are concerned I recommend visiting their website at http://www.themonastery.org and sending them an email for help.

Totally legal. Just make sure to call the town clerk ahead of time to make sure they still accept the ULC license and that you have the requisite documentation to file for a marriage license there. IDK about other sites but this ULC’s ordination is free and they’re pretty good at shipping things out on time.
