Try mini or small adirondack chairs?  I know you can get those for around $10 a piece.

If that’s not right, post a pic of the topper you found because I am not sure what you are looking for.

Why don’t you just get a couple of Up figurines/action figures/dolls and make your own?

I have been looking for an UP! cake topper too – literally for years! I had found a couple on Etsy (which I can no longer locate), but I didn’t think the characters were very recognizable. They had a Hallmark Keepsakes Christmas ornament a couple years ago that was supposed to be a series, but I think the series was discontinued quickly. I have never even found UP figurines released by Disney. If you find anything suitable for a topper please post an update!

Maybe I’m weird, but I’m shocked this isn’t a more popular cake topper request.

@vintagefair:  Honestly, I don’t think these would be too difficult to make (polymer clay is very forgiving) if you’re just making the chairs.  Do you have a crafty friend or BM?  You would probably only need about $10 in materials.

Try looking into dollhouse furniture? Also, what about balloons?!

Just a thought, but what about making a ton of multicolored balloons (fondant?  candy?)?  It would give the cake the illusion of being held up by balloons (much like the house).

Or something like this with your figurines under it:
