There are plenty of options on this site http://partyspace.com/philadelphia

My daughter was married in DE – where they have no sales tax, and we booked all the vendors, except apparel down there. We saved thousands. I’d avoid the city, because of its higher sales tax and gratuity rates.

Took me a while to find it: Knowlton Mansion, http://www.conroycatering.com/venues/knowlton-mansion/

Went to a wedding here a few years ago. The place was so beautiful! I have no clue about the cost and unfortunately it’s not an inn, but maybe it’s worth a look? Hope this helps.

My venue is Northampton Valley Country Club and with a Sunday wedding, we are staying under $100pp for venue, food, cake, tax, and fees.  Our package also comes with a basic fresh flower centerpiece for each table.  The venue is beautiful and I found nothing at that quality for cheaper in the area.  It is not a hotel, but for a fee you can get shuttle service to a hotel nearby.  I did so much research to find a budget venue that wasn’t tacky.  This is the venue I would recommend most highly for someone with your budget.  If you share a little more about your wedding (number of guests, ceremony requirements, style, etc) I might have other suggestions.

Also, are you looking for $100pp inclusive of tax, fees, food, venue, cake, etc.?
