I’d look into public parks, state/national parks, or public buildings that you can usually rent out fairly cheap.

If you’re open to it, you might try a Unitarian Universalist church. If you haven’t heard of UUism, one of the main principles is respect for inherent worth and dignity of all people – they’re very welcoming to people of all faiths and all walks of life. My sister had her wedding and reception at one, and they definitely allowed self-catering (my mom did it all, including making the cake!). Facility rental feels will probably vary widely, but it doesn’t hurt to call and ask!

Churches and Community Centres are always a good bet for those wanting to have a DIY Event.
