I don’t think they are “permitted” but I’ve seen some people in pictures with one.  you can’t put it up before hand but have someone carry it in and hold the poles when you two are standing at the front.  I coordinated a wedding in Sept at Central Park, we brought a portable speaker  where we could plug an ipod up to it for music it also had a wireless microphone.  It wasn’t that loud so we didn’t apply for a sound permit. That might be an option for you. I think in that location with the water in the background it might be a little hard to hear the ceremony, but if you are having a small group of people they will be standing relatively close to you so it should be ok.

I think you can also put the poles in urns filled with sand, if you don’t want to have people have to hold them the whole time.

@paulabrochu:  We’re getting married there in July.  Are you planning on just standing on the pebbles or are you putting down a platform or something to stand on?  My fiance and I stopped by there the other day and the pebble beach area right in front of the steps didn’t seem as leveled as I remembered.  (Though it’s possible it was always that way.  The last time I was there was over a year ago.)

I think we might look into a portable speaker. Going to look into renting one maybe. I found this wedding on youtube and looks like it makes a difference: http://www.youtube.com/watch?v=cVU_ef00cj8
