I think you can contact your local government and rent a slot at a beach for pretty cheap.  They can block off the ends to make it private for you.  I have a friend who went to a wedding in South Florida that did this.  I don’t remember where exactly.

And you don’t have to rent a reception hall.  You can try a restaurant.  One of the places I was looking at was Maggianos.  There wedding package was $40 something a plate.

I would definitely make the rounds of the restaurants in that area. Just keep in mind that the closer you go to the beach, the more they will most likely charge your per head. They know that people want that beautiful ocean view, or to be able to walk out onto the beach and will charge for it. I’m from NJ and when i had first started venu shopping, i was thinking of maybe goig down the shore. I noticed right away that places that were a few blocks in from the beach were significantly less then those directly on it. When I asked why, they were honest and said that since they weren’t beachfront, that they charge less to try to scoop up weddings.

Try Wright by the Sea in Delray. Also, my friend (Priscilla) is an experienced wedding planner in the south Palm Beach County/Broward area; she specializes in beach weddings and she is VERY affordable. She also gets great discounts from vendors so you can save more than she charges as her fee (I think it’s around $750?). Or you can just hire her to help you find a venue (she only charges $120). Her website is http://www.weddingsandeventsfl.com. She is extremely frugal and a top-notch negotiator, and can do WONDERS with a tight budget!!
