I like the first one better! I do think you should try on some dresses with an empire waist though just to compare 🙂
If i have to pick between those 2, i’ll choose #1. But i like the 3 dresses Meowkers posted more.
The lace one gets my vote! You’re so tiny, I think the pick-ups swallow you a bit.
I’m not super in favor of either one. They aren’t bad, but neither makes the best of your figure. You got it, why not flaunt it in a trumpet or mermaid style? Meowkers’ pics are great if you wanted to stay in a ballgowny, a-line sort of style. In any event, you might want to try on more before you make a decision.
The lace one is very pretty! I actually tried it on at Davids Bridal, but didn’t like it on me. It looks great on you though. I also tried on the third dress suggested by @Meowkers. It is a very pretty dress and should look great on your figure! Good luck! 🙂
I like the first pic. I think it is beautiful on you. However, I think you should try on more. I am not a huge fan of the pick ups but that is just me. I think that if you are trying to look bigger it might be a good idea to go with a fuller skirt with an emprie waist instead of a dress that focuses on your middle.

The first two are Mori Lee dresses that are a decent price and I thought kind of mixed what the you had showed us in the other dresses.
Another vote for the third one Meowkers suggested! It’s a gorgeous dress. You look great in the first one, but if you’re looking for a fuller look, I would go with Meowkers’ suggestion :).

Lace is the way to go for you: the first pic of you in the lace dress is very flattering because the lace is a soft and delicate fabric that does not overwhelm your tiny frame. As an alternative to lace, lean towards lighter, floating fabrics such as chiffon. Stay away from heavy fabrics like Satin, or a heavy weight taffeta.
I can’t tell very well from the pics, but it looks like you are on the smaller side in the bust area (not meaning this as a bad thing, I’m tiny chested too!). I would suggest looking for a dress where the detailing or ruching is focused on the top, it will give your bustline more oomph and gives the visual of an hourglass figure. Sweetheart necklines look great on smaller busted women as well.
Straps look good on you, but since you are so tiny, I would look for something that has more delicate or tinier straps than the halter, you want the dress to look proportionate.
Find a dress that cinches in at the waist. You have a small waist, flaunt it!
Just my humble opinion. But these tips worked well for me.
