I usually wear a dress with sleeves and throw on some tights, like this:

Except for my work black dress I rarely wear dresses that aren’t for daytime.  So I would wear black dressy pants, a dressy top, bring a matching sweater, maybe with jewels or something, and black strappy sandals.  Even in cocktail attire, I think the right pants outfit is appropriate.

I’d too tights as well, and maybe a cardigan.

Or long sleeved dress

If the boat is a charter that is used for weddings, it will be enclosed and heated so it may not be a big deal at all. Can you get further details from someone involved in the wedding?

No one in Seattle is going to plan an outdoor wedding on Easter weekend.

People in Seattle are well known for wearing coats. LOL

You could check to see if it is on a charter, but I am sure that whatever the boat, the bride will have made some arrangements for coats.

I say cocktail dress with tights and a nice coat/cardigan/pashmina/wrap.  A long sleeve dress could be realyl cute too.
