Cocktail hour is generally that time where the wedding party is taking pictures, so the reception isn’t ready to start because they’re unavailable. In that period of time, you’re supposed to provide your guests with food and drinks (maybe music) so they’re just not sitting around doing nothing.

Also, it isn’t necessarily that the wedding party is taking pictures. We’re doing all pictures before the ceremony and will be at the cocktail hour. They are fairly standard for nice receptions (wedding or not) as a time for people to mingle without being confined to the table for a meal, have some appetizers and a drink or two…
