Maybe a mermaid petticoat.

Example. I am sure you can find one for less.

I think you would need a Mermaid crinoline.  I dont have any pics, but they are made to fluff out just the bottom.

I think the mermaid ones would be fine. But if you’re not sure on that, one of the not-so-full A-line ones would work too. Can you find a place to try different ones on locally?

Because your dress is cut relatively close to your hips and flares out, it defiently needs a mermaid petticoat. If you get a elastic-waist petticoat, you can simply pull it up higher, to your ribcage, to get the volume closer to around the tops of your knees. If you get a a-line petticoat, all that tulle is going to get smashed around your hips and thigh area. Your best bet is to try on one of each with your dress until you find the look you want. My ballgown dress came with a mermaid petticoat, which is just weird. So i got rid of it and tried on a bunch of petticoats until i found one that was perfect.

Could you just have the seamstress add fabric under the dress to give you the pouf? That way you don’t need to wear a slip. I tried on the mermaid one with my dress and it was HOT.
