What about pashminas?  I think they look so pretty and classy.  You can pretty much get them in every color of the rainbow.

I am gifting my girls with cashmere cardigans to wear over their dresses if they want to. I certainly wont make them wear them if they dont want to but our bmaid dresses are strapless and our ceremony is outside in early October so I figure they may opt to wear the cardigan. If you have them wear a cardigan, it will fully cover all tattoos.

i second the pashminas. i gave all my girls one, not to wear at the ceremony, but to wear as we were doing pictures outside. there is a way to wear them that it covered their shoulders and back. they draped it across their shoulders, then under their arms and tied it in the back so it wouldn’t fall off. it worked out really well!

or they could do something like in this picture: http://www.bizrate.com/womens-scarves-shawls/oid2052651953.html
