Does anyone have access to a chainsaw? You could have them cut slices of driftwood to substitute for the wood slab you see here.

You could easily beachcomb some pebbles and use similar pop bottles with a sprig of found greenery.

you could do a mirror and some voives around it like this – obviously change the flowers out for the lantern all the reflective light would be beautiful – you could even try for different colored votives

@stargurl101:  I can’t think of anything more cottagey and rustic than driftwood.

If there is any budget at all for flowers, you could gather up a variety of free or inexpensive vases and color them all white with spray paint. ( or pour white paint inside the vase, roll it around until completely covered, turn upside down to drain, then leave upside down to dry. Do the same with urethane to protect the paint).

Then use just one flower per vase in her bright colors. You could subsitute small pomanders or paper flowers. This pic shows doilies used as a runner.

Do add a candle to the lantern.

With your favorite photo (portrait style), get 4″x6″ prints made, punch in a whole and add think ribbon of your choice and attach to top loop, so the the photo will hang just a little (use your judgment).  Get stick on #’s and that will be the sign for the numbered table.

For the bottom, I would get a fabric napkin, or bright colored natural placemat (you can probably get some great ones at the .99 cents store) and place under neath and scatter whimsical artificial flowers.  Go to http://www.orientaltrading.com and do a search for “flower assortment”.  For $12.95 plus shipping, you get 452 pieces that you should scatter around each lantern, the cake or wherever else you want a touch of color.

When you said “bright and chearful look of the wedding with rustic elements” I thought of wooden or paper roses like @julies1949 posted.  Or, something like these small flowers scattered around (came across this as I too have been looking for something to work with my lanterns!):
