I’d suggest not empire waist if you have big boobs… to be blunt.  I think it would totally obscure your waist even if you have a small one.  I have decent size boobs (but not huge) and a decent waist and dresses that don’t highlight my waist just make me look bigger than I am… like big boobs and a mystery waistline.

If you have a nice hourglass shape, definitely get something fitted through the natural waist.

I think you’re on the right track with both necklines you picked.  A v-neck or sweetheart would probably be really flattering.

I think the belt looks a little high on the model.  You might want it a tad lower, but not like “drop waist” low.

I would agree with the natural waist – an empire waist serves to emphasize the chest – because it is what is defined and outlined! An empire waist is good for obscuring a pear shape, however.

Well, it looks like either way you are going to have a mermaid or trumpet style silhouette, right?  The suggestion to nix the empire waist because it will make you look bigger would be valid if you were going to have the skirt be full or flowy from the empire down, but you are not.  It would be helpful to see pics of you in dresses similar to what you have attached, but based on the info you have given am I right that you probably appear short waisted since you are petite yet blessed with big boobs?  I would agree that an empire waist will only put the emphasis on your boobs and make them appear bigger, and make you appear even more short waisted which is not flattering.  whereas a natural waistline will put the emphasis on your little waist and proportion you out.  It sounds like that’s what you’re leaning towards, so go for it!  and A++ to the sweetheart neckline 🙂

I wouldn’t wear anything with a very deep V that would only emphasize the cleavage.  Also, with your small frame (aside from the boobs), I would actually wear a drop waist (this is what I did and I have a very large chest too).  An empire waist would just make you look large since it would only show your largest part and hide the rest of your lithe figure.

A drop waist with a corseted top would hold you in so tightly that you wouldn’t even need a bra (I’m a 32 Dirty Delete and didn’t wear a bra, it held me in so tight) and the drop waist really showed off my figure. I did have to buy my dress 2 sizes to big so that it would fit over my boobs and then have the rest taken in the bodice dramatically, but it really turned out nicely.

Here are some pictures showing the boobs that are too large fitting in the dress, while also showing off my figure.  To make matters worse, I have a very narrow boy frame (other than the boobs), so it was REALLY hard to find a dress that didn’t look like a tent on me.  I have very narrow hips and there isn’t much difference between the width of my hips, my waist and my bust… so it was difficult, but this really ended up flattering it the best.
