I think around 21 is a good age- once you’re in business settings, you are generally addressed as “Ms” vs “Miss”- it’s neutral, so no one should be offended by it.

I just addressed my envelopes today and I did Miss for anyone under the age of 30 and Ms. for anyone over the age of 30 and/or those who have been married before and are now divorced.
