For eyeliner, the physicians formula eye booster 2-in-1 one. For primer, the elf one in the pink tube. It seriously works just as well as the urban decay one (I’ve owned both).
edit: sorry I just saw you asked pencil. I’m not sure as I only really use liquid 🙁

I always use Maybelline eye pencils because the black looks like a true black to me and it’s just the right amount of creaminess to glide over my eyelids. I don’t remember the exact name but it’s the one with the smugger thingie on the other end from the pencil.
I never use eye primer because my skin is so dry that makeup never absorbs or creases, it just sits on top on my skin, which is sometimes good and sometimes bad.

maocat: I’m actually not sure whether a face primer would work the same on your eyes…that’s a great question!
I live in Ontario, so I feel your pain about makeup access AND the very poor Canadian dollar! I used to buy most of my stuff in Michigan.
That said, I noticed that Shoppers has starting carrying NYX, which is a great brand, although they definitely have their hits and misses. I’ve enjoyed any pencils I’ve tried from them, so it’s worth checking out! Also, my local Superstore carries a small amount of W&W, so I’d check there! Mine doesnt have a full display, it’s in one of the end caps between cosmetics and health food.

Another vote for Cover Girl Point Plus! Used to be my go to. For drug store primer, I have friends that swear by the E.L.F. Product. I have yet to try it as I’m still finishing up my current product.
